The Texas Legislature is currently considering legislation that would provide a steady source of revenue to invest in upgrades to infrastructure and roads in energy producing areas of our state. Here are a few details:
- HJR 82 proposes an amendment to the Texas Constitution to establish the generate recurring oil wealth for Texas (GROW Texas) fund.
- GROW Texas would protect taxpayers by utilizing revenues already paid by the oil and gas industry.

Included in the supplemental appropriations bill (SB 500) is an important appropriation to ensure the continuation of revenue for the state from the Texas energy corridors.
SB 500, House version, includes $250M from Economic Stabilization Fund (ESF) for the purpose of targeting funds for counties in our state’s energy sectors to address critically needed road infrastructure.
With the recent developments in the Permian Basin, the Eagle Ford Shale and other basins, our state is witnessing historic investment and economic development which benefits the entire state through funding to the Permanent School Fund, Permanent University Fund, Highway Fund, General Revenue Fund and the ESF.
Unfortunately, the communities in our state’s energy basins are also facing increased accidents and fatalities on their roads. Utilizing ESF funds which are comprised 100% of oil and natural gas production tax deposits does not impact general revenue. Reinvesting a small amount of the ESF back into these impacted basins will contribute to the safety and wellbeing of our communities, families and employees in these high production areas, and support the continued tax revenues that fund statewide programs.
Please help support $250M from the ESF in SB 500 for county road funding in energy producing areas, to allow the continued success that benefits all Texans.
